The Airport Authority Cook Islands faced significant challenges managing its aviation security (AVSEC) training records; paper files were spread across filing cabinets, making it difficult to track compliance.

When audit time came around, producing them quickly and accurately became a major hurdle. With increasing pressure to maintain compliance, Nancy Taraare, recently appointed Chief Airport Security Officer, needed a reliable solution.

AVSEC Compliance

The first priority was to consolidate and improve the management of AVSEC training records.

  • Security training records were stored in fragmented paper files and spreadsheets.
  • Audit preparation was time-consuming and stressful.
  • Recurrent training requirements were difficult to track.

The Klayo team worked closely with the Airport Authority to deliver a digital transformation of their training records including:

  1. Centralized Training Records: All initial and recurrent training data was consolidated into Klayo, providing real-time visibility of compliance.
  2. Learning Management System (LMS): Recurrent training that was delivered in the classroom was converted to eLearning Courses and delivered through a dedicated LMS. This allowed staff to complete modules online instead of through classroom sessions, freeing up instructors time and ensuring that recurrent training was up to date.
  3. Competency Management: Both theoretical and practical assessments were captured and recorded in Klayo, ensuring staff training met local and international standards.

Within 12 months, the Airport Authority had implemented a sustainable system that continuously monitors training and compliance.

Implementing Brand New Training

As operations matured, international airline partners highlighted a gap in Explosive Trace Detection (ETD) training. In the past, meeting this requirement would have taken months of classroom scheduling and manual assessments. With the digital infrastructure already in place, the Airport Authority could move quickly:

  • E-Learning Content: Bespoke ETD training modules were developed by Ceventas and delivered online.

  • Blended Competency Tracking: Theoretical learning was paired with on-the-job practical assessments, all tracked through Klayo.

This approach enabled the Airport Authority to meet international airline expectations with speed and confidence, while maintaining robust records for future audits.
