About this course

This course introduces the United States (U.S.) airport industry.

It will assist you to better understand key elements of the airport business, how airports form a vital part of the broader air transportation system, and the regulatory framework in which airports currently operate.

This course can be taken as part of the ACI-NA U.S. Airport Professional (USAP) Program for those wishing to develop the leadership and strategic management skills necessary to achieve success in the dynamic U.S. airport industry.

On completion of this course participants will be able to:

  • Describe the key international aviation regulations and overall framework that governs U.S. airports
  • Explain the key U.S. federal government agencies and branches of government that regulate airports in the United States
  • Describe the overall U.S. airport governance authority, process, and financing structure
  • Identify the key contributions of ACI-NA to the U.S. airport industry

Course content

This course covers the following topics:

  • The role of ICAO in global aviation and its origins and ongoing contributions.
  • The Annexes to the Convention on International Civil Aviation (“Chicago Convention”) and how they impact airports.
  • ICAO’s Aviation Security (AVSEC) Panel and its expanded role post-9/11. The types of air service agreements – both bilateral and multi-lateral.
  • The difference between the U.S. aviation framework and the international aviation framework.
  • The role of the Federal Aviation Administration (FAA).
  • The distinct roles of the Transportation Security Administration (TSA) and the U.S. Customs and Border Protection (CBP).
  • The role of the Department of State.
  • The key congressional committees that oversee U.S. aviation policy.
  • The difference between authorization and appropriation at the federal level.
  • The key factors that influence a U.S. airport operator’s governance structure.
  • The sources of U.S. airport governance authority.
  • The variety of U.S. airport governance structures.
  • The sources of finance and funding for U.S. airports.
  • ACI-NA’s membership, board, and committee structures.
  • The role of the U.S. Policy Council.
  • The education opportunities and intelligence tools provided by ACI-NA.
  • The key policy issues facing the airport industry and ACI-NA’s related advocacy efforts.
