How Airports Vanuatu Modernized Training and Compliance with Klayo

Airports Vanuatu Ltd (AVL) oversees a critical national function: ensuring safe and efficient air navigation services across the region. As part of this, their workforce includes Air Traffic Controllers (ATC), Flight Information Service Operators (FISO), Aeronautical Information Services publication (AIS) and Air Traffic Safety Electronics Personnel (ATSEP).

The Challenge

While training itself was ICAO-accredited and delivered to high standards, record management was a persistent challenge. Much of the documentation was stored in hard copy or scattered across spreadsheets, making it time-consuming to locate records and difficult to demonstrate compliance during audits or regulatory reviews.

Group Head of Air Navigation Services, Kevin Abel, recognized that a more modern, centralized approach was needed, one that could provide visibility into staff training progress, simplify record-keeping, and support regulatory compliance.

The Solution

Airports Vanuatu partnered with Klayo to digitize and centralize training and competency records. The project had three major components:

1. Air Traffic Controller (ATC) Cadets
   Klayo mapped all requirements for ATC cadets, from ICAO-accredited courses to on-the-job training, English language assessments, and medical certificates. By digitizing these requirements, AVL can now track each cadet’s journey from ATC Training License through to full licensing, a process that can span up to two years.
   
   
2. Air Traffic Safety Electronics Personnel (ATSEP) Training
   For the ATSEP team, Klayo created a streamlined way to record both external training courses and ongoing on-the-job training (e.g., working with navigational aids, metal detectors, and X-ray machines). Recurrent training cycles will also be tracked, ensuring ongoing competency is documented and easily accessible.
   
   
3. Standard Training Packages
   In addition to license-related training, AVL identified broader learning needs for safety, security, and operations. Leveraging Klayo’s Standard Training Packages, courses in Safety Management, Airside Operations, and Airport Security Awareness were delivered via the Online Learning Centre (OLC). Records from these programs feed seamlessly into Klayo, giving AVL a single source of truth for all training data.
